I have been asked to see if there is a safe way to ride 2 up, and with a 20 pound small dog on the 2018 tour, without a trailer or sidecar. So what do ya think.

Sure, a Pakit Rak or Rivco setup would accomplish your needs. If you get rear ended that may be another issue though. If you care for your dog enough to take it out on the road that may be a tough one if rear ended.
