I've never had the need to program a fob but I found this and it doesn't seem to need saddle bags..

How to program the remote key fob
To program it
1. turn the key on-within 1 to 5 seconds point the remote at the trunk and push the trunk open
key, then within 1 to 5 seconds turn off the ignition key.
2. repeat #1
3. repeat #1
4. repeat #1 except this time do not turn off the ignition switch. Hit the button again and it
will program itself. Turn the key off and test it.

I used the Trunk button in place of the saddlebag button. Note: by “Trunk” I mean the lower trunk on the trike, not the top trunk. Worked fine for me. Here is the procedure I used.

Key Fob Programming
1. Turn all key fobs off
2. Remove side panel over battery
3. Disconnect shorting connector so you can get to it easily. You will be shorting out the “Light Green” and “Dark Green” wires.
4. Turn on original fob
5. Open Trunk (Left Saddlebag)
6. Turn on ignition
7. Short out Green Wires within 15 seconds - bike will start beeping
8. Turn original fob off
9. Turn new fob on
10. Wait 15 seconds
11. Push Trunk button (Left Saddlebag) again - beep sound will change to a double beep
12. Disconnect shorting wires
13. Turn off ignition off
14. Turn all fobs off
15. Then turn on each fob to check

I guessed you meant the trunk, trunk lol !!! yup lower …
