On non-abs bikes are the front and rear brakes still linked?

If I pull the front brake lever does it also operate the rear at the same time?

Yes! They are linked exactly the same as the ABS system. The ABS system just adds a modulator between the master cylinders and the calipers. One for the front and one for the rear.

When you pull the front brake lever you operate 2/3 of the right front and 1/3 of the left front. This causes the left front caliper to move upwards and apply pressure to a secondary master cylinder that operates 2/3 of the the rear brake.

When you use the rear brake pedal you operate 1/3 of the rear brake and through a delay valve 1/3 of the right front and 2/3 of the left front which operates the secondary master cylinder that operates the remaining 2/3 of the rear brake.
