That either means that no "unlock code" is required or that the unit comes with no "unlock code" for the map database.
If it comes with no "unlock code" required, then it is not using City Navigator as the map database. If it comes with no "unlock code", but the "unlock code" is required, then you'll have to pay to get the City Navigator unlock code from Garmin.
What model is it? The answer to that would halp answer your question.
