If I replaced front wheel and tire with different one (or just took it off and back on) should I loosen all the bolts on fork brace in the interest of not causing any sticksion?
I guess I'm wondering if removing axle causes alignment of forks to change.

I would loosen up the fork brace and install the front wheel....make sure the clearance is correct between the brake caliper bracket and the rotor....and then retighten the fork brace.

I've had my front tire and wheel off 4 times with the Kury fork brace on. I do not loosen the fork brace. It keeps the fork tubes straight and lined up. Each time the new tire went back on in the same exact place where it was before. Fork braces keep the front end lined up and locked into position.
