RaceTech springs and RaceTech Gold valve kit will be a complete front suspension setup where you can match the spring rates to rider needs, and play with preload by using different length spacers. The effort level is high given the instructions were not the best. Traxxion would be better, but if cost is a problem and you want better than just monotubes, this is a way to go. Just have to muddle through some confusing instructions. OR you can read the how do I did for the RaceTech approach.

On the back a progressive 1200lb spring with an 11-17 rear shock works well for 2 up riding.

I got a lightly used '14 rear shock and spring from a user here on the forum in the classified section. That I recall (been AWOL for a bit) 01-05 was one model part number, 06-10 was a different model and 11-17 is a different model number. I only used the shock and have the '14 spring out in the garage in a box with the '05 spring I took out. -- It was/is felt by many the 11-17 shock best matches up to the 1200lb progressive spring.

While some think the 1200 spring is just plain too heavy for a Goldwing, I find when I measure sag even with the 1200lb spring my wife and I sag it plenty well. I keep the preaload adjuster on 25 all the time. I dont mess with it. Solo its firm but I am used to it and dont care. 2 Up wife likes it. Says its WAY better on the bumps and the amount of jarring she feels. I don't think she will let me change it back.
