I have several battery tenders over the years and I thought I knew how they work.
I now have only two battery tenders, one is a battery tender plus with a separate red light, and a separate green light, and another one is a battery tender Jr. with only one light that shows either red or green depending on what it is doing.
I know the following.
Red solid light - battery is being charged.
Blinking green light - battery is almost charged. (the battery tender plus does this)
Solid Green - Battery is charged.

The battery tender Jr, when I would plug it in would be solid red for a while and then turn solid green and stay that way.
Now after sitting on a battery overnight it will blink alternately Red and then Green, over and over for hours.
If I replace the battery tender Jr with the battery tender Plus, it goes to solid green in about 1 minute, telling me the battery is fully charged.
Could the the battery tender Jr be going bad?

Take a look at this.
 
The Battery Tender JR I have\had is defective and I no longer use it. It charges up to 12.5 volts and stops, shows "charged" indicator. Hook up any of the other 4 maintainer\tenders and they continue to charge longer before indicating a fully charged state.
 
I am not a Jr. fan. We used one at work to keep the battery charged on an emergency vehicle that sits a lot. It failed and the battery did not stay charged. Switched it over to a Tender Plus, no problems for the past 10 years. I have been using the Tender and Tender Plus for over 30 years. My original 30 year old tender is still going strong.
