They are optional clamps for a NoMar tire changing setup and work great for dirt bike wheels and for ATV wheels where it's hard to get the tire pushed down far enough to engage the rim lip on the standard NoMar Rim clamps. I find them useful to have, and I have a set of these.
On Goldwing tires I've gone to using tire spoons and use these to hold the rear rim because the tire is so stiff and it's hard to get the rim pushed down and engaged on the stock clamps.
