If you raise your throttle slowly from idle and hold it at around 1300 to 1400 rpm, does your 1800's rpm begin to surge up and down with a variance of more than 300 rpm? If so, I'd like to speak with you.
I don't understand the question. Do you mean that this happens while the bike is in gear and in forward motion or while the bike is stationary in neutral? There is a huge difference in those two scenarios to the ECM, which is trying to regulate fuel and spark.
