You can just snug up the right pinch bolts temporarily if the axle tries to turn but I haven't found that necessary.
There is quite a detailed procedure for re-installing the wheel though...
Place wheel between fork legs.
Apply thin layer of grease to axle.
Insert axle from right side until fully seated.
Install axle bolt and tighten (44ft/lbs).
Tighten left axle pinch bolts (16ft/lbs).
Install brake calipers. Tighten bolts (31ft/lbs).
With front brake applied, pump forks up and down several times to seat axle.
Tighten right axle pinch bolts (16ft/lbs).
Install front fender.
