The switch is good. With the ignition switch off, I push the reverse switch in and turn the ignition on. The reverse light comes on and the actuatur pully turns to the counterclockwise position. When I turn the reverse switch off (release it to the out position), the neutral light comes on, the actuator pully turns to the clockwise position, and the reverse light starts blinking. The bike won't roll so I know the revese is still locked in. When I hit the starter button, at least one starter relay activates with a loud click.

Also, at all times, the headlights are off.

I'm going to look for broken or seriously mis-adjusted cables next.

Any ideas?

Yes, that's a clue that your starter/reverse switch is probably fried or dirty. Your starter switch turns off the headlights when it turns on the starter. There is another circuit that keeps the headlights on when in reverse.... a new switch to check.

Make sure you us a #2 phillips inside the switchbox. Tho the screws look small, they take a #2 phillips or you'll strip 'em. Click the pic for more info. GL1800 info is on the bottom of the page.

Hope this helps.
