Well, at least as far as I'm concerned.
About 2 weeks ago, I thought I was going to doing a slab ride to Maine so I put my spare front wheel on. It has a Metz Lasertec bias-ply on it, for just such occasions.
Did a short ride to make sure all was ready. While decelerating toward a stop sign, I took my hands off the bars and the handlebars wobbled like the dickens.
4:
After the slab ride was cancelled I put my half worn 709 back on and now she coasts all the way to zero with no hands on the bars and no wobble.
So, after this terribly costly and elongated scientific testing  I have determined beyond a shadow of a doubt that the wobble can most surely be caused by the front tire.
