OK
I can say that this could happen.
I will now use the often used phrase, "Don't ask me how I know this".
I just know it can.
PS
The Scoot involved in my acquiring this knowledge never moved before that problem was found, and corrected.
Again, Don't ask me how I know that as well.o_O

I'm surprised it's even possible to reassemble that way. Obviously, I vastly underestimated that "mechanic's" demonstrated incompetence. And brake jobs aren't very complex. Try to imagine how some of his (hers?) other work comes out... Valve lifter clearance measurement - shim swap anyone?? 😵😵

The dude hit the crack pipe prior to doing the brake fiasco.

Come on guys, I bet he noticed a huge difference in braking almost immediately. Sometimes change is good?

Well, they're between the calipers, but they're not on both sides of the rotor...

I'm wondering, how did this even get driven far enough to grind away the caliper?

To me it appears just below your circle and to the right.
I think that's a hair ... it crosses over 2 different materials ... the backing plate, and the pad.
