when I run the running light or fog light I hear a ticking sound, when I cut them off the ticking goes away, could be lights are failing or they are hitting against something. with the engine running.

Don't know what that sound could be...perhaps the alternator? Only thing I see that could change with turning them on or off would be the power draw.

I have never heard of this happening with lights before, but it is possible for a relay to click (I call it chatter because it is has a rather quick beat). That is really the only thing I can think of that would go away when you turn the lights off.

were they plug-n-play lights or are they wired direct to a switch and battery?

Heat from the lights may cause some expansion/contraction of materials that may cause a ticking sound. Your exhaust system does it when you shut off the engine.
