I was wondering if a Harbourfrieght trailer(the cheap 200$ one) would need to go through the RIV process? After all its not really a trailer , its a kit with the parts to build a trailer. I could go to the U.S. buy the axle at one place and the steel at another and it would be a homebuilt.

Anyone bring one back?
