Well since I went DS and have been telling one of my good riding buddies that beyond what the Naysayers are telling him that he will not die in a fiery crash and slip all over the road he is wanting to go DS. He has a 2003 Ultra Classic. How do we determine what size CT he will need and any suggestions?

I may be wrong on this but I don't believe a CT will fit anything HD made before 2006. I also have a friend who is wanting to darkside his Harley but has spoke wheels and was told that there would be a rubbing issue on (I think) the belt drive.

You are wrong...sort of wrong...No c/t will fit a Harley that was made before 2009. In 2009 they went to 5" rims. They had 3" rims before then. You need a minimum of 5" for a c/t.

2009 is when HD went with a 180/65-16 tire on the Electraglide family.
The tires before that were either 130/90 or 140/85. and the belt was very close to the tire.

Back in the 60s we put CTs on Harleys all the time. They were chain drive then and spoke wheels so tubes were used. VW beetle tires were the ones we used then.
