There are good point and bad points...

Bad:
Low speed handling suffered from a high center of gravity.

Good:
You keep drier in the rain.

Bad:
The large surface area could make handling tricky in windy weather.

Good:
If it gets windy, you can pull over, pop up a tent or go fishing and enjoy a cold beer from the cooler. All the comforts of home.

Bad:
All the extra weight will reduce tire tread life.

Good:
You'll have spare tires handy. I'm sure there is a tire changer packed away somewhere in there.

Bad:
There is so much stuff crammed in the tank bag it might be difficult to find items.

Good:
Whether biking or canoeing, you'll always have a tank bag close at hand.

Bad:
All the gear raises the center of gravity, making the bike handle poorly.

Good:
A lowered center of gravity with the tank bag under the canoe, lowers it center of gravity.
