Since it's cranking, it's not the kill switch.Turning over fast and strong? While holding the throttle open so it wont start is when to read the voltage if you can. Cycle the kill switch, make sure you can hear the fuel pump running for a few seconds, all proper lights coming on when ignition first turned on, headlights come on bright and go out when hitting start button etc. Please keep us posted.

Correct, but the OP never mentioned the light is not on.I think the code is 19 one long and nine short blinks, if I recall correctly.
This is a trike. Unless the BAS failed while sitting, I doubt it's the problem.Bank angle sensor
